Whats the difference between a Civil Infraction and a Misdemeanor

I got pulled over last night for my interior neon lights and the cop said that the offense is no longer a civil infraction but a misdemeanor, whats the difference?
 
A misdemeanor is a criminal offense, possibly punishable by jail time, a civil infraction is not.
