Whats the deal with Win XP not power saving after several times?

Okay I have WinXP Pro installed with an ATI radeon 8500DV. I usually have my monitor set to power down after 15 minutes. It does this fine for an undetermined amount of times, then it stops and will not power down the monitor, unless I go back in and reaplly the settings. The settings don't change, it just stops working. Thanks
