As a regular CA commuter who has lived in lots of areas and seen freeways from many directions, I can tell you that metering lights are a godsend. They only come on during commute hours, and only if sensors indicate there is heavy traffic. Occasionally a set will fail, and when they do, it fucks up the commute for everyone. If you only have to go one or two exits, waiting might take longer. But if you need to go farther, or you're coming from farther upstream/out of town, they can shave 30 minutes off a commute, easily. The merge isn't the problem, it's that when you cross a certain point in traffic density, everything grinds to a halt even though you only added a few more cars. The lights are set to ride the threshold just below gridlock, and allow more total traffic flow.
