What's the deal with all the different USB fast-charging standards?

I have a laptop that charges via USB-C Power Delivery and a phone and battery bank that use Qualcomm Quick Charge.

But when I look for chargers it appears they're kind of all over the place. I want a charger that has a PD out and maybe 2-3 QC outlets.

Aukey with PD but with "AiPower Adaptive Charging"? So it won't do fast charging with Qualcomm QC phones?

What's the deal? Will QC phones just charge at regular speeds @ 5V when connected to PowerIQ and AiPower?
