What's the correlation between cpu/gpu performance & temperatures?

I was surfing around and came accross this article:

It claims that the gfx card performed 50% better in 3dMark2001 after using a particular cooler WITHOUT o/cing. Coming from a reputable retailer, i'm just curious, but assuming the same MHz, would a cpu/gpu perform faster in cooler temperatures? If so, what's the technical explanation? Thanks!

That sounds like marketing bs to me to be that big a differnece. All I can think of is that a cpu/gpu running at a cooler temperature is less likely to have errors occurs. But that is just my theory. Anyone in cpu design here? I know your out there guys.

The cooler it is, the better it runs. Can't figure out how to explain it right now.. but that's the basic jist, cooler is better.
But, it won't necessarily perform better.

Ok, I just read the article..

<< And thats it. I stuck on the Blorb, ripped out the old GTS card, and installed my new toy. Nothing extreme, no liquid nitrogen or explosives, but, untweaked, I saw a better than 50% increase in my 3DMark 2001 scores... >>


He's saying he saw a 50% increase from the GTS card.
Not an increase due to different cooling.
