I shall say Chicago. However this is a biased opinion since I live near Chicago.
It takes me an hour to go less than 20 miles in the suburbs, during optimal conditions, without ever going less than 5 miles outside of city limits.
IN the city, 20 miles can take a multitude of hours.

The southeast 'expressway' is a guaranteed bumper to bumper parking lot during rush hour in Boston... that's a stretch of 9 miles and then some.

If you've never lived in or around LA, you have NO idea what traffic really is.

Yes, you may get heavy congestion during rush hour, but out here we get it ALL the time (e.g. Sunday at 9am) - and everything is hours away from anything else. Damn suburban sprawl.

I can't comment on anything but Atlanta as that's the only city I lived in with absolutely horrible traffic.

It was 16 miles from home to work and it took an hour and a half. I now live 17 miles from work (in MI) and it only takes me 20 minutes.

Boston hands down. I've never witnessed such a free-for-all in my life... and that includes the LA riots.

Been to Atlanta, Chicago, LA, SF, etc., and Boston is in a league of its own.
