Whats the catch with double 12V rail on PSU?

What`d the advantage of this double 12V rail than single? I heard that some double 12v PSU can`t dish out enough power, especialy budget PSU like Codegen 400w that cost around 25 euros. True or False?
 
The advantage of having dual rails is arguable to say the least. Other than short circuit fire protection and less chance of killing yourself if you lick one of the +12v rails I don't see a benefit. The caveat is that a lot of the popular psu's come in dual rail configuration.
 
It usually seperates the load between critical components and less so. In example, I think all the hard drives, floppy drives, fans, maybe the graphics card, and PCI cards are on one while the proccessor and motherboard recieve their own rail. Don't quote me on it, but from what I understand; that's the general idea.

Short answer: It's "safer"
