It was a RAM expansion pack that hardly any games took advantage of and some needed it.

I got it when I bought Xmen vs. Streetfighter and it was necessary for that game to work.

As stated above its for RAM Expansion carts for all the Capcom/SNK fighters and also for Memory Carts for more save game space. I had an "all in one" cart which had the ram for the fighters and more space for saved games (i forget how much "blocks" but it was a ton). Man..good times playing all those fighters with the excellent japanese saturn pad (which was later brought to the US). It had a hell of a dpad.

The Saturn was wonderful if you imported a ton from Japan such as the fighters from SNK/Capcom, Treasure games...etc. Unfortunately, most games rotted in Japan.

One or two games also used the slot for ROM. I've King of Fighters '95 that had a ROM cart and CD. The ROM cart was only for that game. Later Capcom/SNK introduced RAM cart that could be used with different games and just served as extra RAM. I've that as well with pretty much all the Capcom fighters.

I bought lot of imports for my Saturn. Still have all the stuff including the Virtua On TwinSticks, Bomberman multitap, ROM and RAM games, and probably about 100 games including Radiant Silvergun, Panzer Saga, Shining Force series, Dragon Force, etc. One of my favorite consoles as I was a serious Virtua Fighter nut back then.
