Try a trial version of Allaire Homesite. It's a very nice prog.
Ignore peeps who reccomended frontpage or dreamweaver..
i don't think they read the part about "for newbies". :)
and to think about how much they cost..

I think good old notepad IMO, I learned on Frontpage and have been kicking myself ever since. You will be much happier if you learn how to really do it.

Fireworks in no alternative to a real web program.

Personally, I use Adobe GoLive with Photoshop and LiveMotion

Dreamweaver is the best IMO.......I've started with FP which is the biggest mistake I ever did in life......it's actually wise to create pages in notepad......and when you are through the basics cat dreamweaver and you wont regret it

I prefer VI or Pico for making web pages. If you are feeling hardcore, you could try using OCR software. :)

I used Notepad till I learned HTML well enough, then went to Dreamweaver. Still gotta get DW4, but oh well. Also use Photoshop/PSP6 instead of Fireworks though.

If your just starting out, then Frontpage is a good idea, since it has templates and wizards and such. When you get the hang of that and HTML, then you should move to Dreamweaver/Ultradev..

If you are serious about this start out with notepad. Learn the basics. Play around with tables and frames and all sorts of cool stuff until you have a pretty good understanding of it. After that move to a wysiwyg editor(I use dreamweaver). Your understanding of html will allow you to tweak the output of the wysiwyg editor.
