Whats the best way to manage memory with Windows?

Cacheman? ConservativeSwapfileusage=1? Do nothing? Yesterday I installed 128MBPC133 up from 64MBPC100 and I still only have 31MB free at startup. I can't really shut off the stuff I have loading up at start up cause the stuff won't work right if I do...suggestions?
 
go to msconfig and look for those useless stuff that are loaded during startup under the startup tab
