What's the best way to give all workstations at work the same desktop webpage?

The topic gets to the heart of the matter, but the longer version goes like this...

I and a buddy at work created a webpage for use at work with a lot of helpful things built into it that was intended to be built into the desktop of some winxp sp2 workstations. The webpage is accessible on a mapped network drive that everyone has access to. To install it, you have to go to properties, desktop, customize desktop, web and then browse to the network drive location.

Unfortunately, those instructions are a little tough for some of the folks at work to follow, so I was hoping somebody here knew an easier way to send this to all the workstations/users via a network command, edited ini file, etc. I'm trying to avoid merging a registry key as I think I already have found the appropriate key but don't think the IT guys at work will want to do anything that directly manipulates the registry.
