What's the best way to distribute video files on the Web?

If let's say I have 38MB file, which I currently have in MPEG-1 format, 352 x 240 in size and 03:35 in length, what would be the best way to go about distributing that video file on the web?

For now I've used Canopus ProCoder to convert MPEG-1 to WMV (Windows Media Video) with the same size without loosing quality to 18MB. This should be okay for Cable/DSL users, but what about 56K people? Should I stay with WMV and try resizing the video in half or should I use some different format, such as QuickTime, RealVideo or DivX? Also, which tools will I need to perform the above task?

I would stay away from WMV just because of the copyright and technical issues, mostly seeking in them sucks hard and have you ever tried converting a file from wmv to something else?

IMO 352x240 is pretty small already, I would just say use DivX and put up a screenshot to let the modem users decide if they want to take the time to download it.
