What's the best way to disable a PSU fan?

The power cables for the fan disapear into the PSU itself, so it doesn't look like there's any easy way to just disconnect those. Can I physically stop the fan blades from rotating without worrying about burning it out?

What are the chances disabling the PSU fan would smoke my system or its components? The exhaust air never even feels warm.
 
Short answer: your computer would melt.

I had a PSU fan fail on me once but I didn't notice it.
I had the computer on for like an hour and once I realized
what had happened, I shut it off, and the air temperature
inside the case was well into the upper 40's. (235W PSU
btw) That is definitely NOT good for your components.
 
I just had to rma my psu because the fan wasn't working. The computer would lock up and the top of the case was curiously hot...

Your best bet is to replace your PSU with a quieter one. The Antec works nicely for me, and I absolutely abhore noise.
