Whats the best way to clean some dvds?

So last week I built myself a DVD rack to store all my dvds on. Previously I had the empty cases at my parents house and they were all in a CD binder. When I took them out of the binder to put them back in the cases, I noticed that some of them have white plastic dot residue on them that must be from the binder. What is the best way to clean these off without scratching the DVDs. I will post pictures later when I get home of the DVDs that I am talking about and even my DVD rack if people want to see it for some reason.

Any help would be appreciated.
 
Honestly, I clean my cd's with just some warm water and liquid dish soap, usually Dawn or some other degreaser to remove greasy fingerprints. You'd be surprised how this can fix audio CD's. Might work for this stuff on your DVD's too.
 
the thing is that it looks like plastic bumps instead of fingerprints.... you just use your fingers to wash them? what do you do about drying them then?
 
anyone know what to do about watin for the DVDs to dry or should I use a towel? Do you need a picture to see what they look like?

I always forget - which way do you wipe? In circles or away from the center?

I always wipe straight out, but I don't see why it would matter as long as your cloth was soft and lint free.
