No aquarium center in a Wal-Mart? I know they sell fish supplies because I once saw somebody at Wal-Mart return a goldfish.

If you cool with water, be paranoid about leaks because water plus electricity can be a lethal combination, even distilled water, which doesn't stay pure after being exposed to metal. Design things to make leaks impossible (no plumbing joints inside the computer - use a single piece of copper tubing) or so they'll drip/spray away from any high voltage. Make sure that all the water is below any high voltage, including AC electrical cords, and use drip loops where the hoses connect to the tubing (water will drip down instead of into the computer), so don't use a desktop case or a horizontally mounted tower case. It's also extremely important for everything to be plugged into outlets protected by GFCIs - ground fault circuit interrupters, but test them just before turning on the computer and weekly after that (2 GFCIs failed on me, one being the redesigned replacement for the first one). Plug-in GFCIs are available but cost more than built-ins.
