What's the best was to create a vector from an image?

I want to take this picture, Here, and make a nice and clean vector image out of it. Could anyone show me how, or show me a website. I have photoshop, paint shop pro, and macromedia flash if that helps :)

open illustrator, place art in illustrator, lock layer, create new layer, draw logo on new layer.

It's the only way to get a good image from it, and I know, I do graphic design for a living. I'll do it for you, but it's $60/hour.

oh, and if you're printing it, use CMYK, not RGB.

I just want to create a vector, make it very large, then convert it to a .jpeg, so I can use it in the future instead of having the original bad quality image.

Simplest way - find a bigger logo. There's one around somewhere. Does your school have Sweatshirts, folders, book covers, stationery? Find the biggest logo (ok, sweatshirt is probably a bad idea) and scan it.

There's a lot of detail in that image you have (notice the pillars), it'd take a while to draw by hand. Especially if you've never used illustrator.
