Not everyone is an HTML guru. I remember a time when I could do just about anything in notepad... back when the internet was young. These days I need some kind of WYSIWYG software for even the most basic sh1t. :p Dreamweaver is pretty popular. Adobe has software too I believe... not sure about the status of Frontpage.

I concur with AbAbber2k. A WSIWYG editor is ideal for beginner webmasters up to experts. The web has evolved tremendously over the past few years and these tools allow you to work with the latest technologies efficiently. Since Adobe acquired Macromedia, I think Dreamweaver will remain the standard for a good time to come. Frontpage has a slightly more streamlined interface and might be a little easier to use, but it lacks the support for scripting technologies (PHP, ASP.NET, etc.) and doesn't support CSS as well as Dreamweaver. I'd say go with Dreamweaver! :)
