What's the best program to view and edit jpeg images?

edit = photoshop is awesome, paint shop pro is good as well... also, probably mgi photosuite is probably good.. video suite is pretty good, so i'd assume photo is as well.

For a quick viewer, I like One Cat. You can do some minor editing with it, too.

If you're just going to be resizing, I'd recommend Arles Something or Another. Will do batch processing, and even make thumbnailed webpages out of the results if you so please.
