Whats the best program to create banners?

like an animated banner?? Does adobe make something, and is it easy to figure out? Anybody have experience?

Make each frame as an individual layer in photoshop, then go to "file" >> "jump to" >> "Image Ready".

However, using a flash based banner is going to produce better results. It just requires that you know flash. File size is a concern, too.
