What's the best place to develop photos from film to a cd?

I know CVS develops photos, but can they converted to digital? If so, then hows' their quality? Any other recommendations?

CVS will do it now i believe.. but still kinda pricey.. 29 cents each i think? Walmart, if their photolab is competent, is cheap and uses the fuji minilab (nice, usually). ritz will do it as well, but again, pricey.

if you do this a lot and you want them to look very nice invest in a negative scanner....we have them at school and theyre amazing
