What's the best mp3 renamer/tagger?

Just looking for a good one, that can rename the file according to tag, AND vice versa if mp3 does not have a tag.

I've been using MIR for a long time now. It's free, small, and has a few neat features. It's fairly old though, so it doesn't have ID3v2 support (if you really need it).
