What's the best low cost DVI card with TV out?

I just bought a 1800FP and want a good DVI card with TV out. I am not a gamer - at all - but might want to watch a DVD. THe card must have TV out.

I saw these at newegg.com - any good?



Aopen Geforce4 MX440 8X 64MB DDR with DVI and TV-

Transcend ATI Radeon 9000 64MB CRT+DVI+TV 4X AGP - RETAIL

Under $70.
 
Out of these two cards, and considering that your not a gamer, I would go with the Radeon for superior image quality and DVD playback.
Both cards would still be ok for gaming to a certain extent though, Just in case you wanted to.

I ended up going with the 7500 - old - but enough for me and passive cooling so no rotten ATI fan dying after 10 minutes
