Whats the best hdd cleaner/eraser?

ive noticed some disturbing problems with my OS and decided to format and reinstall my OS. after doing so i noticed the same problems!!!! Im not positive its a virus, it could possibly be hardware but its probably not. so, b4 i rma my new equipment, and even if I do, Id like a good hard disk drive cleaner. something I can use to completely erase all data on my hdd. I know windows os disks dont actually do that. so I want a program that is on a bootable cd that will totally wipe clean the whole hdd.

reccomendations please. thanx

Wipe drive Pro costs some money but has added support for newer drivers and is alot faster. Best one Ive used and has different type of erases all are extremely clean. Just read up on which one youd prefer. Used it for many years on alot of pc's great work.
