85Hz is typically considered the optimal setting. Anything lower than that and you might notice flickering. Some people claim they notice flicker even at 85Hz so they set it even higher. I say start at 85Hz and go up from there if your eyes don't like it. Just don't exceed the maximum refresh frequency for a given resolution or you might damage the monitor.

The higher the better it will be if your monitor will support it. But 60 H at 800x600 should be good. Why are you using 800x600 anyways? Thats really low resolution.

anything above 85Hz is fine, unless you have ultra sensitive eyes

I consider 75 to be the bottom line, but 60-65 will do.
100 (or more) is optimal.

I always set it at one setting less then the maximum, as long as that is 70hz or greater.

i run mine at 100hz, i cant tell the differance between it and my old monitor at about 60ish htz

It really depends on the monitor you have. Go HERE or look in your owners manual and find out what they say is the optimum or hightest resolution your monitor can handle. You should be able to go WAY over 60 at 800x600. Even if you don't think a low resolution is bothering your eyes it is...trust me on this. After looking at the site I listed above it showed that one of their low end 17" trinitrons that cost $300 could do 85hz at 1024x768...I would be willing to bet that you'd be safe at 85hz on yours...but check for yourself to be sure. I have ruined a monitor once by setting resolution too high and it's quite a noisy event that I'd rather not experience again.

This is probably just me, but I've noticed that my eyes are more tolerant of lower refresh rates on lower resolutions given proper lighting that doesn't reveal/exagerrate flicker (direct fluorescent lights seem to do this).

Otherwise, I would say, set it one level above what you consider comfortable if that is possible. I guess I believe in fault tolerance and worse case scenario lighting :p

Come to think of it I did notice a lot of flicking at 60 Hz.

I bump it up to 85 Hz and my eyes felt better.

Got damn CRT's
