What's the best freeware video to PSP video converter?

Does anyone here frequently watch videos on their PSP? What's the best freeware converter? I tried using PSP Video 9 to convert a file, but when it's in progress of converting, i don't see any changes to the output file (output file doesn't increase in file size), so it seems nothing is happening??
