Whats the best freeware forum software...

umm.... your probably SOL. You could probably get ahold of an old version of YaBB that'll work. It didn't used to use a database.

It requires mysql database, which my webhost charges a one time fee of $20 for...
 
phpBB is an awesome free message board.

If that's the case, switch hosts! Sign up at dathorn.com. They have a script in which it'll automatically install a message board (phpBB) for you.
