I think that you'll need it at startup then!

I disable it, ADSL still runs, as usual, so I think it's fine to disable it.

If you mean INTERNAT.EXE, it's the keyboard language indicator on the system tray. If you don't want it, disable it though Control Panel -> Keyboard -> something
