What's syscfg32 and why is it connected to some host in Poland?

I'm starting to think my machine has been compromised somehow. What does syscfg32.exe do? It's not actually connected (ESTABLISHED) to ip11.rajsat.pl:6667, but it says SYN_SENT, whatever that means. Still shady to me. Why is it messing w/ some host in Poland?

according to symantec you have a back door installed.

Clean up the virii from the machine, and then install a good virus scanner like NAV or AVG, and you might want to think about putting a software firewall on too like Zone Alarm.
