I've tried a few different LED candles, but not many suit me.
The worst ones just plain alternated between bright and dim, in a constant blinking pattern, like if a pulsar became a candle.
Better were the Philips candles, though a lot of their charm was due to their integrated NiMH batteries, magnetic linking capabilities, and charging circuitry. They also blinked, but it was slightly more random.
The best used two LEDs, one remaining on, and the other flickering. However, just as with many white noise generators, a repeating pattern was easily discernible after about 30 seconds of operation.
So I eventually came upon that circuit, which promises truly random output. I have yet to try it though.
(And I have no idea which 4103 chip it's after; Mouser doesn't turn up any stocked matches for 4103 CMOS.)

You need a diode unless you want to go all the way and get yourself a galena crystal. :Q
