Miles Davis - Kind of Blue is good. It's more on the experimental side, but not as much as his other work.

Lee Ritenour
Gino Vanelli (older fusion, has lyrics, but long instrumentals on some of the songs)
FourPlay
Boney James
Anita Baker (vocalist, but my wife thinks her music is sexy/romantic. Hey, whatever works! ;))

Let's see. I'm 19 and I've been listening to Smooth Jazz since I was about 15.

Boney James (Sax man)
Brian Culbertson (Pianist)
Kenny G (We all know him)
Diana Krall (The woman Frank Sinatra)
Anita Baker
Candy Dulfer (sax woman)
SADE (She's the best AND YES, she's considered in the Smooth Jazz category)
Chris Botti
Dave Koz
Steve Cole
Walter Beasley
Greg Adams
Norah Jones/ "Don?t Know Why"
Euge Groove
Peter White (guitarist and he's great)

That's all I can think of right now.

yellowperil, Kind of Blue is a landmark jazz album, but I'd hardly call it romantic. The reason it's so phenomenal was because no one had ever done that "music by chance" bit before. They just started some chord changes, throw in a real simple melody, and "jam" for 10 minutes or so. Every jazz musician on the planet has stolen some licks from that album. ;)

I would check out a chart called "Frustration." Nice little barry sax feature, nothing sexier than that. ;)

Norah Jones.

She is (sort of) new and the women love her.

Find a few songs and I bet you will lover her. Very very smooth, great for putting on when you are just sitting back with someone.
