What's shutting down my CPU fans?

I just finished a reinstall of Windows2000 and it seems something is shutting down the CPU fans. I also have 98 installed and when I boot into that, the fans keep running as they should. Also they shut off right after the Windows 2000 screen goes away. Can anyone shed some light on this for me? Its a an Epox KP6-BS with (2)PIII 550E.

I had a similar problem with a celeron system I had. When the system went into standby (Win98) the cpu fan would turn off (the cpu was VERY hot though). I had a setting in my BIOS to always leave fan running which I enabled.
