What's needed for HDTV on a PC?

I just read a review of the MyHD MDP-120, in which the reviewer refers to using the card (and/or it's predecessor, the MDP-100) in his HTPC. What exactly IS a HTPC? I'm using mostly Rigzilla (in my sig). Does this qualify for HTPC? I have this box hooked up to a home theater sound system. Would the weak link in my system by my video card (BFG Asylum GeForce4 Ti 4200 128 MB)? My 22" NEC FP2141SB CRT (will soon have dual display with Samsung 191T or equivalent)? Or would I get acceptable HDTV with the addition of the MyHD MDP-120 using what I have?
