What's my power supply issue?

I have a 300w PSU, 20A on 3.3v, 30A on 5v, 15A on 12v rails.
3.3v seems to be running at 3.3v, sometimes drops to 3.25
12v seems to be 11.7
Not sure about 5v rail. (I have an ABit NF7 if that helps, so what might I need to download to find monitoring of 5v? Abit EQ won't show 5v).

If I overclock too much, by upping my FSB, the comp doesn't like to boot (RAM is rated for 166MHz and will only boot at 140 or so, with relaxed timings and increased voltage).
I can't overclock (via multiplier) beyond 2300MHz (Mobile Barton 2500+).

Sometimes I get random crashes where the computer reboots itself totally, which I am assuming is a power issue.
Also, when I overclock a little bit, the computer freezes up. I'm assuming this isn't because I'm pushing components too far (166x12 wouldn't boot properly, RAM is rated for PC2700 and CPU will work at 17x133 or 2266), so I guess it must be a PSU issue.

I have Barton 2500+
768MB PC2700 (256) and PC3200 (512) RAM
2x80GB HDD
5x80mm fan (CPU fan included)
Abit NF7
2xOptical (DVD-RW + CD-RW)
Sound card/modem/floppy
Radeon 9800

Would I be better to go for an Enermax with ~30A @ 3.3v, ~30A @ 5v and ~25A @ 12v (350~370w)
Or something with ~30A @ 3.3v, ~40A @ 5v and ~18A @ 12v? (Name brand PSU of course, dunno which one) (350~450w)
I don't know if it's the 12v rail or maybe the 5v rail? I would assume it's the 12v rail giving issues, but I don't really know. I do think I need a new PSU though.
I'm not in the US, so US prices won't help. I already have an idea of my price range (£50) hence my choices of the 350w or 370w (dual 12v rail) Enermax (high 12v rails), or something from someone else that's comparable (Thermaltake offer a 480w PSU with 18A on the 12v rail and high 5v).

Any help woudl be greatly appreciated, and higher priced Antec (like the 480w) seem to go for £80 here, which I can't afford. The 330w Antec Truepower is about £40~£50, that's my only Antec option.
