What's more important? SAT I or II?

I need to retake both SAT I/SAT II in October and November and was wondering which one I should take first since I need both these scores as soon as possible. I didn't do too well on either of them but would like to know which one has more weigh on it.
 
I would say SAT I - many colleges let you forego the SAT IIs if you take the ACT.
 
most schools only consider sat1 for admissions... while reserving the 2 for class credits and placement

some of the tougher school also consider sat2 for admissions
 
Since I'm applying to UC's, should I take the SAT II first?

Also, how important are extracirriculars? I don't have much, if any for that matter.
