What's limiting my Sempron 2500+?

I just wanted some thoughts about what may be limiting me.

I've got a Sempron 2500+ (754) on an Abit NF8-V Pro (Nforce3 250 chipset).

I can boot to windows with a 257 FSB set in the BIOS and get get up to 299 using clockgen in Windows for a 2.1 Ghz speed with the RAM at 190.

I have the CPU V at 1.6 (though the voltage reads 1.536 - 1.552) and I nudged the Nforce3 and HTT voltage up.

I can't get over 2.1 Ghz, which is ok with me, but do you all think it's the board, the CPU or a combination.

Good chance that it's the mobo. It's hard to get over 300HTT, unless you're sporting a DFI.

Motherboard - Abit NF8-V Pro
RAM - 2x512 MB Corsair Valueram (PC3200) at 190 Mhz and 2.5/3/3/8

OK, I didn't know how successful people have been with getting a high FSB outside of DFI boards. I may just get another Sempron (with a higher multiplier) down the road since I've been able to get this board to 299 on the FSB. Thanks for the input.
