I'm not sure there's a name for it, as it's not really a defined process.
That said, there's an excellent photographer where I live that does an *excellent* job of what you're talking about. In a quick look over their website, I didn't see any examples of the technique, but I know they do it.
I talking about a physical photo hanging on the wall, where it's been made to look like it's painted on canvas (probably just printed on canvas) and framed.
There are filters that will do a quickie job, but none that I'd use. Despite what many people think about photoshop, filters are rarely a magic bullet. I retouch all day, every day, and the only filters I use regularly are Add Noise and Gaussian Blur.
