What's in a 350W power supply that I need?

My Athlon 750 system has been having system "hiccups" lately. In particular, occasionally the 3Com Ethernet card is not detected, the system gets random GPFs, and the USB ports stop working. I suspect that my power supply (250W) is not enough to handle my current power needs. Can anyone suggest a good ATX 2.03 power supply? I am thinking that 350W should be the sweet spot: there are enough SCSI and PCI peripherals that 300W doesn't leave too much headroom. Obviously, clean power is more important than more power. Since this is an HTPC, a more slient power supply would also be a good investment (perhaps, for cost reasons, I can get a non-PC Power & Cooling PS, then upgrade the PS's fan to a PC Power&C version).

Before I got a new PS a few days ago, I had more stuff in my system than you do running off a 300W with no problems at all. 300 is more than enough for 99.9% of home users.

What kind of comment is that Ulysses?
