then why did hundreds of thousands of them purchase gas masks before we invaded?
obviously because they thought an attack by the US may provoke him to use any weapons he may have, they very well know if he uses them unprovoked, he will be go down in a matter of minutes, instead of with the war, which took maybe a week.
He mainly points that out I think to show that people in the US are more scared of Saddam than his own neighbors. Like the article says half of Americans polled believe that Iraqis were on the planes during the 9/11 attacks, which is blatantly false. Sure there are still some people that fear Saddam in the region, but overall they fear him less than Americans did, and that makes no sense.
you do know that Iraq's military was garbage right? it was a fraction of what it was in the first gulf war, and look what happened then. Iraq's neighbors are much more powerful than it was, that is why they did not fear him.
for anyone interested and anyone who doesn't really know much about Chomsky, I suggest you check out this link, instead of taking anyones opinion of him as a fact, judge for yourself after you have listened to him speak for a while. Cspan has a 3 hour video up of a really recent inverview/call in show with Chomsky.

edit: I finished watching the program and it was good, I was really suprised that no one got through that shares a lot of people on this board's hate of Chomsky, although the interview makes mention of a recent article that attacks him. There was some really interesting questions and most of them answered quite well I thought, although there were a few people with some crazy ideas that got through. Anyway, definately worth 3 hours of your time if you want to have some things to think about dealing with the current state of the world.
