what's good for video

I have a pIV 3.2 1024 mem.
Asus p4800-E deluxe 8xAGP
I don't play games, but I'm into digital photos and
make home movies
I have a Rosewell 9600 256 mb card (it's flakey, don't want another Rosewell 4sure)

Making DVD's is slow can the video card speed that up, or am I cpu bound

I like passsive cooling, I don't want another noisy fan. I like for it to quiet if it does have a fan.

Anyone got any experience or suggestions?

Can you suggest a card with a MPEG2 decoder?

Decoder or Encoder? The 6600GT has a decoder but that is only for viewing. To convert video to MPEG2 you would need an encoder. There are seperate add in cards for this. Hauppage makes some good cards. Or you could pick up an ATI All-In-Wonder if you want to have it built in to the video card.
