What's going on with my refresh rate

I have Windows XP Pro SP1 with a Radeon LE. I set the refresh rate to 85 hz, but the white pages in the browser seem to flicker very noticably. Can the IE refresh rate be at 60?
 
Typically, when the refresh rate reverts, does the setting change in "Display Properties"? Because my setting still shows 85 hz. Refresh Force doesn't work. I thought it might be the driver or the video card going bad, but I got an old driver (Radeon LE) and that didn't help, and I swapped video cards with another machine, and both cards work fine. I'm baffled. The only thing I can think of is to reinstall Windows. Thanks for your response.
