My best friend in Asia keep ask me to find a iphone 4 or 4s to him.. and must in international nation version. I told him, we get some unlocked with AT&T code. It can be use in any region area on the world and upgradable to any version of iOS.. but he said no... we need a international version. I don't think we sell international version in here.. Even we sell, the price is alot more then US version.

So, can any tell him what's different on this two version?

The 4S from AT&T, as long as it's unlocked, will work on the following bands:
quad-band GSM/GPRS/EDGE (800 850 900 1,800 1,900 MHz)
Quad-band UMTS/HSDPA/HSUPA (800 850 900 1,900 2,100 MHz) (800 MHz unannounced)
Dual-band CDMA/EV-DO Rev. A (800 1,900 MHz)

doesnt every 4S do those bands? I dont think the unlocked one will do CDMA. But I do beliece that an unlocked CDMA version will do all the listed frequencies.

The question should be, which asian countries and carrier does he plan to use it on? Some of those carriers have weird frequencies or slight variations of standard CDMA and require special phones made just for them.

There is no international version of the 4 or 4S. The GSM version of the 4 was the same one sold worldwide. The CDMA version has no SIM slot so there's no point in talking about that one. There is only one physical model of the 4S, which again works worldwide when unlocked. Your friend is confused.

There is an international version of the 4S. It's the unlocked version. The AT&T one is locked and you can't unlock it. It may be the same hardware, but its loaded with different software, which is important for international use.

His friend may have gotten some other details wrong like updating to the latest iOS and stuff.

One other question I have is regarding tethering. With the 4 and 4s allowing tethering, does it only prompt you to have carrier subscription if you're using the locked AT&T version or does it detect it even if you slap an AT&T cell in the unlocked version?

There is only one hardware model, and the AT&T version can be unlocked. Heck, I unlocked my AT&T iPhone 5 for just $30.

Tethering and such are based on carrier profiles loaded selected by the phone because of the SIM card you have installed. The software is the same between GSM models as well.
