Looks like photinia. Here they are Red Tip Photinia. They get leaf spot easily and frequently die from it. The leaf spot got so bad that they aren't used very much any more in this area. We used to have an entire hedge of them that is now down to one plant.

Needs a fungicide to try and fix the problem. See
here for recommended fungicides.
so for the past 6 years, i've been spraying the tree with fungicide 3 times a year.
- start of spring
- sometime during the summer
- and the end of fall
but it keeps coming back the next spring.

new growth started now.
guess i'm going to be spraying every 10days or so till june.
