What's Bush's main culprit that harms his chances in '04?

I am just saying it will be difficult to prove since congress agreed to it. Not impossible, but I dont see it happening.

Bush is a disaster.

Well no matter how you look at it, right now he's still the primary choice for '04.

This is an interesting concept. Congressional and Senatorial committies are supposed to be checks and balance system to prevent ANYONE from having full control and power to make a decision to go to war like Hitler. If there was deception it would have had to come from many sources and responsibility levied against all who acted including Congress. Will Congress be willing to accept and state that one man hooked them all into an unjustified war? Are they willing to say Bush was smart enough and powerfull enough to fool the majority and forced them into it? If so I think they would all be laughed right out of office.
