The 59 v 60 Hz issue appears to have cropped up recently for many users with newer drivers / Windows 7. What I'd heard was that in many of these cases, one is being offered 59 Hz, because it's closer to the native refresh of the actual monitor in use.
But if this is true, what does this imply for issues such as 3:2 pulldown, judder, etc, when the true refresh rate isn't even 60?
Chances are if 59hz is one of the options you have to choose in your display drivers that is the highest the OS will allow you to use. This has only been an issue with Win7 for me so far, and I think it's more an issue of the refresh rate of the monitor being more accurate rather than lower.
60 hz will be better sync'd to a large percentage of the video content you watch (games have pre-rendered videos). Anything at 60fps, 30fps or 15 fps will be in proper timing. 59 hz will not be sync'd with really any videos out there.
It shouldn't really matter per se. I don't think it's actually "59hz", the actual framerate it's I believe is 59.94hz. Which would means theres a frame skip every 16.67 frames if the refresh rate is set at 60hz and you are playing television material.
