What's best way to migrate system to a new hard drive?

I want to upgrade my main C: drive without reinstalling windows and all the apps. Whats the best software to do so?

I dont want to install any applications (i.e. True Image 10.0). I just want to boot to from a CD, make an image (without any additional software in Windows) and then restore that image to another hard drive. It seems like you have to install Norton Ghost too! What software can boot from CD and make an image, and then restore?

 
I believe Norton Ghost 2003 was the last version of Ghost that was completely CD-based. I think the next version of Ghost (Ghost 9.0 was it?) came with a copy of Ghost 2003 in the box. Subsequent versions of Ghost were installed.
 
Bart PE disk with Ghost. We used to use these at work, now we use WinPE with Ghost on it. The BartPE disk allows for adding more utilities and tools to it.
