What is a relatively inexpensive motherboard that will support a Celeron 800 FCPGA? There seems to be few. Any help would be appreciated. Thanks.

What about DFI CM33-ECM? That seems to be a good choice. The specs seem to indicate that it won't support 800MHz, though. Are the specs just out of date?

The MSI 6309 also doesnt cost much.. It does utilise the Via Apollo 133A chipset, but it's VERY stable and does overclock quite well (147Mhz FSB is the limit). See if you can find one around. I used one for quite a time and it has always worked without any problems!
