What's all this Voltage rail stuff?

Could someone please elaborate on all this mention of voltage outside of the motherboard settings? E.g., power supply voltage settings? In the dozens of computers that I have built, you get a good quality PS with the case and plug it into the motherboard and don`t have to worry about it!

What are all these voltage "rail" settings and the like? I am no Electrical Engineer, so bear with me!

My new 8KHA+ will be hooked up to a new Antex SX1040 case, btw.
