what's a .mpp file?

I got this in my mailbox can't figure out which program to open it.... can anyone help?

its either a CAD drawing or an MS Project file.

so how can I open it?
the name is "Project Planv.1.0.mpp" indeed.

other than MS Project, I do not know of any. There used to be one at kayln.com, however the site looks to be dead.
