Whats a good tv-tuner to buy?

I currently have two powercolor ATI 550 pro pci-e tv tuners. I'm very happy with them, but I'm going to have a new video card soon, and just recently bought a beautiful 22" widescreen monitor, so I'd like to upgrade one of my tv-tuners to pick up digital/HD broadcasts.

I currently live in a dorm, so we receive cable (up to ch 78). I'm not sure if there are digital feeds or not- MCE lists some of the pbs broadcasts as HD, and the guide listing is specific to our campus.
When I'm home I'd be picking up OTA broadcasts.
I might be moving into an apartment some time in the near future, so it'd be nice to take advantage of an qam broadcasts on the cable- though this obviously isn't a priority since I can't currently make use of this feature.

It seems to me the msi ATI 650pro Text and the avermedia avertv combo Text seem to be the two most well received. Though the 650 pro doesn't have QAM, it seems to have motion-adaptive comb filtering which the avertv does not have, as well as better noise reduction. I'm not sure which has better signal reception though, or can deal with those 'ghosted' digital signals. I'm not sure if there is something wholly better than either....
