Lots of programs can do what you want, commercial, shareware, freeware. I wouldn't get Photoshop just for this cause, especially, though it is a great program, it's not too good at converting. Just look at some software archive like Tucows.
I always use ACDSee (www.acdsee.com if its not obvious) for graphics viewing since it is fast to browse through images and powerfull as well as being intuitive. It apparently supports dos commands so it is easy to do a batch convert of bmp's to jpg's. dont know about the quality tho .
Hunt down irfanviewer. It's small, it does batch conversions, automatically recongnizes if someone has inadvertently changed the extension adn best of all it's FREE.
